Rosemary H. Phillips, 83, of Genoa, Ohio, died Friday, December 4, 2020 at the Genoa Retirement Village where she had been a resident since 2017. She was the second daughter of Henry & Amelia A. (Gineman) Brell, born in Napoleon, Ohio on July 7, 1937. She graduated from Liberty Center High School in the Class of 1955. She graduated from Beauty College and was a licensed Beautician/Cosmetologist for over 40 years. Rosemary married Vernon “Dick” Phillips on February 4, 1962 in Rising Sun, Ohio. She and Dick raised three children, Michael, Karen and Rick (adopted). Rosemary was a devoted wife for 53 years until Vernon’s death on May 17, 2015. She loved her children, pets, most notably the Poodle dog breed, her grandchildren and all her friends. She helped promote causes small and large for the American Heart Assoc, American Cancer Society, Muscular Dystrophy and Multiple Sclerosis. She was active in Girl Scouts when her daughter was active but she was most active with the Cub Scout Pack #310 and Boy Scout Troop #385. Rosemary held almost every position possible in both, from den mother to unit commissioner. She received many recognitions with the Boy Scouts from the Ralph Tipple Award, Silver Beaver Award and her Wood Badge. Her recognition was both at the District and Council levels. When Rosemary wasn’t the life of the party, she was enjoying throwing them. Although she wouls say that she didn’t enjoy the spotlight, she had a manner in which she could shine with the best. She could orchestrate any size party for any event, from banquets to family reunions to graduation parties to birthdays and for any ceremony or special occasion. The size of the party and event was never too big or small! She helped run the Boy Scout fundraisers at Luckey Fest and other gatherings to fund campouts and other Scouting functions. She was a master of organization with a precision on details. Things were to be orderly and to her specifications. She was stubborn and determined while at the same time thoughtful and caring. Rosemary was a combination of teacher, mentor, student, principal, guidance counselor and best friend. She was always willing to give advice and didn’t shy away from difficult situations or decisions. She wanted to make the world a better place for herself but more for her children. Her vision was to have her children grow to be model citizens. Rosemary had the ability to be a mother to all who needed her and, in that role, she guided by telling you what you needed to hear, when you needed to hear it! A graveside service for Rosemary will be conducted at 1:30 PM, Friday, December 11, 2020 in Clay Township Cemetery, Genoa. Please observe the standards of mask and social distancing.
