James Andrew Rotherham, 75, died on Sunday January 12, 2014 of cancer at his home in Crozet, Virginia. Born January 4, 1939 in Melrose, MA, he was the son of Richard and Virginia Rotherham. James attended Northfield Mount Hermon in Massachusetts and Tufts University, earning a bachelors degree, two masters degrees, and a PhD. In addition, he served at the Central Intelligence Agency and as a United States Air Force officer during that time. Coming to Washington in the late 1960s, he worked in the Executive Office of the President at the Office of Management and Budget, and in the 1970s moved to the United States Congress, as one of the original staffers for the House Budget Committee. After more than 14 years on Capitol Hill in various roles, he retired to private consulting and graduate school teaching. He consulted on public finance issues domestically and internationally, and was active in a variety of volunteer organizations, including his church. He also published articles and taught throughout his entire career. James is remembered as a loving father and husband, and someone who gave back to his community. His incisive mind and sharp wit were greatly appreciated by his diverse and devoted circle of friends and colleagues. In life, he set an example of perseverance, despite any challenges he faced. He is survived by his wife of more than 25 years, Beverly Thierwechter; a son, Andrew James Rotherham; a sister, Caryl Stevens; and two grandchildren, Elizabeth and Susan Rotherham. Funeral services were held in Charlottesville, VA. Interment will be at Historic Woodlawn Cemetery. In lieu of flowers, the family requests donations be made to Northfield Mt.
